Integrating Water Targets into Nepal’s 3rd Nationally Determined Contribution (NDC) under the NEXUS Gains Initiative

Project Context:

Nepal is committed to reducing emissions and achieving net-zero emissions by 2045 in alignment with the Paris Agreement. While the previous NDCs have focused on clean energy, forest management, and climate-smart technologies, the role of water resources has been limited. This project aims to integrate water-specific targets into Nepal’s 3rd NDC, emphasizing the interconnectedness of water, energy, food, and ecosystems (WEFE) and addressing gender, disability, and social inclusion (GEDSI) aspects.

Objective

To ensure that water strategies, targets, and indicators, along with related GEDSI aspects, are integrated into Nepal’s 3rd NDC, promoting climate-resilient development and reducing greenhouse gas emissions.

Scope of Work

Assessment and Stocktaking: Review existing NDCs, national and international climate policies, and best practices to identify gaps and opportunities for integrating water-related targets.

Stakeholder Consultations: Facilitate workshops with federal and sub-national stakeholders, civil society organizations (CSOs), and government representatives to gather inputs and build consensus on water targets.

Development of Water Targets: Formulate water sector mitigation and adaptation actions, targets, and indicators, considering WEFE nexus and GEDSI aspects.

Policy Brief: Draft a policy brief on integrating water into Nepal’s NDC, highlighting the importance of water in climate change adaptation and mitigation.
