Project Context:
This assignment, under the Water Resilience Tracker Phase II initiative supported by FCDO, will support the Ministry of Forests and Environment (MoFE) to strengthen climate-resilient and inclusive adaptation at the local level.
Objective
To develop a practical, GEDSI-responsive Implementation Guideline for the 2019 LAPA Framework that aligns with Nepal’s federal governance system, evolving climate policies, and international climate commitments, enabling local governments to design and implement transformative, resilient adaptation actions.
Specific Objectives
- Align with climate agenda and federalism: Translate Nepal’s national and international climate commitments into clear, actionable guidance for LAPA at the local level, drawing on global lessons, federalism experiences, evolving policies, and clarified institutional roles to strengthen vertical and horizontal coordination.
- Promote transformative, systems-based adaptation: Guide LAPA implementation through a transformative resilience lens that addresses systemic drivers of vulnerability, enhances social, institutional, and ecosystem resilience, and embeds climate-induced loss and damage in assessment, prioritization, monitoring, and links with sectoral and local planning and budgeting systems.
- Ensure GEDSI-responsive and intersectional planning: Systematically integrate GEDSI and intersectional approaches across the LAPA cycle so that differentiated vulnerabilities and capacities are reflected in assessment, prioritization, implementation, and monitoring.
