Project Context:

The Promoting Anticipatory Actions to Address Climate and Environment Risks for Community Transformation (PROAACT) project is implemented by Clim Adapt in Benighat Rorang Rural Municipality, Dhading, in partnership with the ICIMOD under the broader EU–UNEP Partnership on Climate, Environment and Stability. The project aims to respond to the increasing impacts of climate change, environmental degradation, and disaster risks that threaten livelihoods, ecosystems, and social well-being in vulnerable communities. Benighat Rorang Rural Municipality is highly exposed to climate-induced hazards, such as landslides, flash floods, forest fires, storms, and prolonged droughts. These risks are further compounded by socio-economic vulnerabilities, particularly among women, youth, persons with disabilities, Indigenous Peoples, and other marginalized communities. PROAACT promotes a shift from reactive disaster response to anticipatory and locally led climate action. By integrating participatory climate risk assessments, Nature-based Solutions (NbS), sustainable natural resource management, and inclusive planning processes, the project aims to strengthen community resilience, improve local adaptive capacities, and foster sustainable and climate-resilient development.

Expected Outcomes

The project aims to accomplish two major outcomes with the successful implementation of the project:

Outcome 1: Communities have enhanced capacity to build resilience to climate change and environment-related risks and associated stability threats at the local level

Outcome 2: Communities engage with each other within and across regions and foster cooperation between countries and regions facing interrelated climate and environment-related threats.

Expected Outputs

This project will support communities in applying integrated climate risk assessment and participatory planning tools that strengthen anticipatory action and inform evidence-based decision-making. It will facilitate the development and implementation of inclusive, gender-responsive, and locally led adaptation interventions, including Local Adaptation Plans, to enhance resilience, improve livelihoods, and promote sustainable natural resource management. The project will also establish and strengthen platforms for dialogue, knowledge sharing, and regional collaboration, enabling partners within Nepal and across South Asia to exchange experiences, co-develop innovative solutions, and scale effective approaches to climate adaptation and resilience building.
